I take it you mean how do you do pictures like that? Just take the picture in colour like normal, then edit it in Photoshop or Gimp.

Hey, the downtube stuff is electrical tape, and the top tube stuff I think is scratches - but the lighting does make it look alot worse that it is. Cheers.
